Council Highlights: July 10, 2024

Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Upcoming meetings including agendas and minutes from the meetings are available on our website. This meeting is available for viewing on our YouTube Channel. 

Council

  • Council had 4 residents participate in the Open Forum, where Council provides 2 minutes to speak about any municipal item.
  • Council held a Public Meeting for Zoning By-law Amendment Z.A. 7/2024 regarding 40 Edward Street to apply a Holding “H” Symbol. There was one comment from the Public that was received.
  • Council held a Public Meeting regarding the 2024 Development Charges Background Study. No comments from the members of the Public were received.
  • Council received a presentation from Don Chapman, regarding the Annual Terry Fox Run scheduled for September 15, 2024.
  • Council approved the Minutes from June 12, 2024, Special Council and Council.
  • Council received the staff report background for the Zoning By-law Amendment for 40 Edward Street report and directed staff to address matters raised by the public in the report to Committee of the Whole.
  • Council approved the Community Improvement Plan funding increase request for the new Affordable and Sustainable Housing Community Improvement Plan as outlined.
  • Council approved the 2024-2034 Canada Community – Building Fund 10 Year Municipal Funding Agreement as presented.
  • Council approved and ratified the decisions from the Committee of the Whole Report of June 12, 2024.
  • Council passed 3 By-laws:
    • 2024-28 Being a By-law to Amend Zoning By-law 2022-17, as amended of The Corporation of the Town of Penetanguishene for 1321 Sandy Bay Road
    • 2024-29 By-law to permit All-Terrain, Multi-Purpose Off-Highway Utility and Recreational Off-Highway Vehicles (Off-Road Vehicles) on Municipal Roads from September 1, 2024 to September 30, 2025
    • 2024-30 Being a By-law to Authorize the Entering into and the Execution of a Municipal Funding Agreement with the Association of Municipalities of Ontario for the Transfer of Federal Gas Tax Revenues

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Mayor Rawson presented Phil Debruyne and Jim Martin with certificates of recognition to thank them for their volunteer service within the municipality.
  • Committee received a delegation from the Protestant Separate School Board regarding a request for acquisition of municipal land at 51 Dunlop Street.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee approved the two (2) year contract, with the potential for a two (2) year extension, in single-year increments, with JDM Lines to Supply, Deliver and install Pavement Markings.
  • Committee approved the two (2) year contract, with the potential for a two (2) year extension, in single-year increments, with JDM Lines to Supply, Deliver and carry out the Placement of Asphalt.
  • Committee approved the revised Surplus Equipment and Vehicles Policy.

RECREATION AND COMMUNITY SERVICES

  • Committee received the Museum and Heritage Advisory Committee and Library Board Meeting Minutes for information.

PLANNING AND COMMUNITY DEVELOPMENT SERVICES

  • Committee received the Committee of Adjustment meeting minutes from May 27, 2024 for information.
  • Committee received a memo from the Director of Planning and Community Development regarding Bill 185 Royal Assent for information.
  • Committee received a memo from the Planner regarding Draft Plan of Subdivision and Zoning By-law Amendment complete applications for 128 Burke Street for information and that a Public Meeting on the matter is scheduled for August 14, 2024.
  • Committee received a Memo from the Director of Planning and Community Development regarding 2nd Quarter 2024 Update for information.
  • Committee received a memo from the Municipal Law Enforcement Officer regarding Monthly Activity Report – June 2024 for information.
  • Committee approved the retention of land at 51 Dunlop Street for the needs of the municipality with direction to staff to assist the Protestant Separate School Board with the planning process for a future school in Penetanguishene.

FINANCE AND CORPORATE SERVICES

  • Committee received a memo from the Director of Finance/Treasurer regarding the Draft 10 Year Development Charges Background Study and Draft Development Charges By-law for information.
  • Committee received a Communications and Social Media Activity Report - Semi Annual Update January 2024 – June 2024 for information.
  • Committee received a memo from the Chief Administrative Officer regarding CNCC Policing Costs – Update for information.
  • Committee approved the recommended action outlined within the Digital Sign Design Selection report.
