Penetanguishene Council Approves 2022 Budget
December 10, 2021 - At Wednesday night’s Council meeting, Penetanguishene Council approved the 2022 operating and capital budgets and the 2023 capital budget which include expenditures totaling $23 million ($14.6 million operating & $8.4 million capital). Town staff worked closely with Council and provided opportunities for public input, to develop a budget that maintained or enhanced service levels, focus on key areas that the public identified as priorities and keep the tax rate increase at a reasonable level. After much hard work, the approved budget resulted in an increase of 2.2% or $249,822 (-0.2% Operating; and 2.4% Policing).
Finance & Corporate Services Chair, Councillor Jill St. Amant stated “I feel the budget strikes a balance between enhancing core municipal functions, supporting our staff, reducing debt, reducing the policing cost impact and keeping the overall tax rate impact well below the current rate of inflation. It was truly a team effort”.
Highlights of the 2022 and 2023 budgets include:
- The 2 year capital program totaling $8.4 million includes projects such as:
- Peel Street Re-Design;
- Reconstruction of Chatham Street (Burke to Brock);
- Reconstruction of Harriet Street (Edward to Jeffery);
- Drainage Improvements on Payette;
- Surface Treatment on McArthur, Wozniak, Polish and Caughey;
- Navy Lane Drainage Improvements;
- Bulk Water Filling Station;
- Town Gateway Reconstruction;
- Memorial Park Tennis Court Reconstruction;
- Arena Roof Replacement;
- Martin Valley Park Phase 1 Development; and
- Library Lower Level Development.
- The Town’s 2022 operating budget is $14.6 million ($11.7 million funded by taxation);
- Some operating budget highlights include $4.2 million for rate-supported services such as Building and Water & Wastewater Services , $3.2 million for Public Works & Roads, $1.9 million for Policing, $838,000 for Fire & Emergency Services, $778,000 for the Arena & Parks, $512,000 for Council and Community Contributions, $475,000 for the Library, $295,000 for Planning & Development, $198,000 for Recreation Programming & Events, $195,000 for the Museum, $160,000 for Transit and $158,000 for Municipal By-law Enforcement.
The overall 2022 tax impact is estimated at 1.9% or $27.79 per 100,000 of typical residential current value assessment. When the County and Provincial tax rates are received, the Town will adopt its 2022 tax rates in April 2022 and calculate the actual overall tax impact.
