Council and Committe of the Whole Highlights: June 12, 2024

Council convened in Closed Session in accordance with the Town of Penetanguishene Procedural By-law 2023-50. Within the closed session, Council:
- Received an update regarding the Transportation and Environmental Services Organizational Structure.
- Received an update regarding the 78 Main Street Court Submission.
- Council had no residents participate in the Open Forum, where Council provides 2 minutes to speak about any municipal item.
- Council supported the resolution from the Town of South Bruce Peninsula #R-40-2024 in support of amendments to the Funeral, Burial and Cremation Services Act, 2002.
- Council proclaimed the week of June 17-23, 2024, as Town Pollinator Week in the Town of Penetanguishene.
- Council held a Public Meeting for Zoning By-law Amendment Z.A. 1/2024 regarding 245 Church Street. Comments from members of the Public were received.
- Council presented the 2024 Senior of the Year award to Lorraine Moreau.
- Council received a presentation from the Loomex Group regarding Community Risk Assessment.
- Council approved the Minutes from May 8, 2024 Special Council and Council.
- Council received two pieces of correspondences from residents regarding concerns with the approval of 1255 Fuller Avenue Draft Plan of Subdivision and Zoning By-law Amendment for information.
- Council received a letter from the Protestant Separate School Board regarding Acquisition of land for information.
- Council directed staff to report back on comments or questions received at the Public Meeting regarding the Zoning By-law Amendment application Z.A. 1/2024 respecting 245 Church Street.
- Council approved the Asset Management Plan 2024 as presented.
- Council approved the CAO Performance Evaluation Process as presented.
- Council approved and ratified the decisions from the Committee of the Whole Report of May 8, 2024.
- Council passed five By-laws:
- 2024-22 Being a By-law to designate a Community Improvement Project Area respecting the revitalization, redevelopment, and enhancement of the Town of Penetanguishene
- 2024-23 Being a By-law to adopt a Community Improvement Plan for the Corporation of the Town of Penetanguishene
- 2024-24 Being a By-law to Amend Zoning By-law 2022-17, as amended of The Corporation of the Town of Penetanguishene
- 2024-25 Being a By-law to Adopt the Budget Estimates of All Sums Required for the Year 2024
- 2024-26 Being a By-law to Set the Rates of Taxation For the Year 2024
Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.
TRANSPORTATION AND ENVIRONMENTAL SERVICES
- Committee received the Midland Penetanguishene Transit Ridership Quarterly Update – Q1 2024 for information.
- Committee approved the update to the Minimum Maintenance Standards for Municipal Roads Policy as presented.
- Committee approved the Implementation of a New Utility Alternate Locate Protocol for Rogers Communications Canada Inc. as presented.
RECREATION AND COMMUNITY SERVICES
- Committee received a memo from the Director of Recreation and Community Services regarding the results of tenders for Electrical and Plumbing Services.
- Committee received a memo from the Director of Recreation and Community Services regarding a Funding Program Update & Recreation Master Plan.
- Committee received the Museum and Heritage Advisory Committee Meeting Minutes for information.
- Committee received report regarding the Wharf Structural Condition & Repairs for information.
- Committee approved moving forward with a new agreement for the Arena Concession Stand with the current service provider.
- Committee approved the recommendations under the Accessible Beaches report as outlined.
PLANNING AND COMMUNITY DEVELOPMENT SERVICES
- Committee received the Committee of Adjustment Minute meetings from March 25, and April 22, 2024.
- Committee received the Town Dock Technical Advisory Committee Meeting minutes from November 8, 2023, and April 18, 2024.
- Committee received a memo from the Municipal Law Enforcement Officer regarding Monthly Activity Report – May 2024.
- Committee endorsed the initiation of a Housekeeping Zoning By-law Amendment Z.A. 2/2024 by staff and directed that a Public Meeting be scheduled.
- Committee approved the Zoning By-law Amendment Application Z.A. 3/2024 respecting 1321 Sandy Bay Road.
- Committee approved the ATV/ORV Pilot Program and directed staff to discuss possible permissions for ATV/ORV within the County Forests.
- Committee approved the Community Branding scope as outlined.
FINANCE AND CORPORATE SERVICES
- Committee received a memo from the Director of Human Resources regarding Payroll Software Change and Implementation.
- Committee received a memo from the Chief Administrative Officer regarding Municipal Insurance Pool Implementation Plan – Update #2.
- Committee received the Non-Resident Fee Review Update for information.
- Committee approved the outlined recommendation of maintaining status quo with grant research, application and reporting being completed by staff internally including an option to hire an external consultant as required.
- Committee approved the 2025 Budget Guidelines with direction to staff to provide the first draft of the Town’s 2025 budget be presented with no greater than a 3.0% tax impact.
