Council and Committee of the Whole Highlights: August 13, 2025 – News Release

Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Upcoming meetings including agendas and minutes from the meetings are available on our website. This meeting is available for viewing on our YouTube Channel. 

 

Council

  • Council approved the following proclamations:
    • September 2025 as Arthritis Awareness Month.
    • August 31, 2025 as Overdose Awareness Day.
    • August 4 to 15, 2025 as Fierté Simcoe Pride week.
  • A Public Meeting was held in accordance with the Planning Act related to the Zoning By-law Amendment ZA 1/2025 concerning 39 Poyntz Street. Two members of the public provided comments.
  • Council received a presentation from Baker Tilly for the Town of Penetanguishene’s draft 2024 Audited Financial Statements.
  • Council approved the draft 2024 Audited Financial Statements.
  • Council received a presentation from Monteith Brown Planning Consultants regarding an update on the Recreation, Parks and Trails Strategy Project.
  • Council approved the minutes from the July 9, 2025, Council Meeting.
  • Council received a supplemental letter to appeal the Community Improvement Program Application Refusal for 119 Main Street.
  • Council approved the recommendation to report back on any matters identified at the Public Meeting in a future report to the Committee of the Whole for the 39 Poyntz Street application.
  • Council approved proceeding with Colliers Project Leaders to provide a high level road map and associated costs for capital budgeting purposes for the Multi Use Recreation Centre project.
  • Council approved the purchase of the Biosolids Filter Media Replacement.
  • Council approved the acquisition of the Harbour Pointe Subdivision Drainage Easement.
  • Council approved the Committee of the Whole Report from July 9, 2025.
  • Council passed 2 by-laws:
    • 2025-35 Harbour Pointe Subdivision Drainage Easement Block 74.
    • 2025-36 Georgian Bay Minor Hockey Association Agreement.

 

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Committee received a presentation from Sajecki Planning regarding the Town Dock Secondary Plan.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee received a report from the Ministry of the Environment, Conservation and Parks regarding the Payette Drinking Water System Inspection.
  • Committee approved proceeding with the submission of a Drainage Act petition and initiate the transition of the existing Columbus Award Drain to a Municipal Drain.

 

RECREATION AND COMMUNITY SERVICES

  • Committee received a memo regarding the Penetanguishene Memorial Community Centre chiller replacement.
  • Committee received a memo regarding the Ontario Trillium Foundation Capital Grant.

 

PLANNING AND COMMUNITY DEVELOPMENT

  • Committee received a memo regarding the Ontario Land Tribunal decision for 221 Fox Street (Queens Court) and that the Town’s Official Plan and Zoning By-law 2022-17 are now both fully in force and effect. .
  • Committee received a memo regarding Complete Applications and Public Meeting scheduled for September 10, 2025 for 25 Jeffrey Street and 19 Harriet Street (ZA 1/2025 and OPA-2025-01).
  • Committee received a memo for the Planning & Community Development Department with a 2nd Quarter Update.
  • Committee received a monthly Municipal Law Enforcement activity report for June 2025.
  • Committee approved All-Terrain Vehicles and Off-Road Vehicles permission on municipal roads and directed staff to bring a by-law to Council to grant permenant permission for the use
  • Committee received the Town Dock Master Plan and Secondary Plan prepared by Sajecki Planning Inc. and directed staff to coordinate public consultation and report back to committee with the findings.

 

FINANCE AND CORPORATE SERVICES

  • Committee received a 2025 Quarter 2 Financial Summary.
  • Committee received the Building Department 2024 Annual Financial Report.
  • Committee approved the 2024 taxation operating surplus of $493,165 allocation to the Arena Reserve and that the Arena Reserve be renamed the MURC (Multi-Use Recreation Center) Reserve.
  • Committee approved the 2024 Year-End Financial Report.
