Special Council Meeting -April 12, 2022

  • Council convened in closed session to discuss the Legal Opinion re: Zoning By-law definition for Short Term Rentals and a Human Resources Matter. 

Council – April 13, 2022

  • Mayor Leroux presented on behalf of Council to the Georgian Bay Physician Recruitment program, Georgian Bay Cancer Support Centre, Culture Alliance, and Georgian Bay General Hospital Foundation with cheques in support of their initiatives.
  • Council received a presentation from the Penetanguishene Public Library, CEO Linda Keenan and Board Chair Christine Patenaude.
  • Council received a verbal update from the Chief Administrative Officer regarding COVID-19 Municipal Impacts.
  • Council approved the Zoning By-Law Amendment – removal of the holding H symbol for 52 McArthur Drive.
  • Council granted the Curling Club $49,500 to replace the dehumidifier and a heater at the existing facility.  
  • Council awarded the Penetanguishene Memorial Community Centre capital roofing project to D.J. Peat Roofing and Sheet Metal Ltd in the amount of $300,566 for their submission in response to a Request for Proposals.
  • Council approved all recommendations within the March 9, 2022 Committee of the Whole Report with an amendment to item 9 b iii) where the Contract Salary Grid was updated to include moving the Gardening Assistant from Level B1 to C1.
  • A motion to reconsider was brought forward by Deputy Mayor Dubeau regarding Bill 124. Council voted in favor and the motion was carried.
  • Council passed 1 by-law being a by-law to amend Zoning By-law 2000-02, as amended of The Corporation of the Town of Penetanguishene (Remove ‘H’ Symbol from 52 McArthur Drive).

Committee of the Whole – April 13, 2022

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Committee received a presentation from the Wastewater Treatment Division, Chief Operator, Mark Charlebois regarding the 2021 Annual Report .
  • Committee received the Council information packages from March 23, 2022 and April 6, 2022.
  • Committee received the Payette and Lepage Water Systems, 2021 Consolidated Report and, 2021 Summary Report for information.
  • Committee approved the updated Boundary Road Agreement between the Town of Penetanguishene and the Town of Midland.
  • Committee approved an encroachment agreement for the construction of a retaining wall onto the road allowance of Lecarron Avenue by the property municipally known as 2 Lecarron Avenue.
  • Committee approved that $12,672.41 of Municipal Modernization Funds be utilized to complete the Fuel Tank Upgrade Project at the Fox Street STP.
  • Committee approved that the Tree Inspection, Pruning and Removal Services Tender be awarded to Davey Tree Services for an anticipated annual cost of $30,149.30 (including HST) for a three (3) year term.
  • Committee approved that the dedicated road widening parcel located along the frontage of 1145 Fuller Avenue be assumed as part of the public highway known as Fuller Avenue.
  • Committee received minutes from the following committees: Penetanguishene Library Board, Library Board minutes January 31 2022 March 7, Library Board Minutes , Trails Committee, Trails Committee Minutes December 14th, 2021 , Penetanguishene Public Library Report, Library Report to Council April 6 22
  • Committee received the By-law Enforcement Monthly Report for March 2022.
  • Committee received the Ontario Land Tribunal Case Management Conference regarding 123 Robert Street East.
  • Committee approved the Site Plan Control Area Application SPA-21-01 for the property at 77 Fox Street (Application SPA-21-01).
  • Council received a presentation of the Final Comprehensive Zoning By-law and approved proceeding with the adoption of the by-law as presented.
  • Committee directed staff to proceed with the draft Licensing By-law as amended and report back to Committee of the Whole on May 11, 2022, with the next version of the Licensing By-Law.
  • Committee received the Police Services Board Meeting Minutes from December 6, 2021 and January 17, 2022 for information.
  • Committee received the 2022 QTR #1 Financial Summary Report for information.
  • Committee approved the 2023 Budget Timeline Report as presented.
  • Committee approved the 2021 Capital Carry Forward Request and 2021 Draft Capital Taxation (Surplus)/Deficit as outlined by staff.

Special Council Meeting April 13, 2022

  • Council convened in an in-camera closed session to receive an update regarding the Gateway Angels Land Acquisition.
