Council and Committee of the Whole Highlights: May 8, 2024

Council convened in Closed Session in accordance with the Town of Penetanguishene Procedural By-law 2023-50. Coming out of closed session, Council:
- Directed staff to enter into a Memorandum of Understanding with the Town of Newmarket for the provision of Automated Speed Enforcement services within the Town of Penetanguishene.
- Approved the final ratification of the negotiated Collective Agreement with Inside Union 2380.08 CUPE.
- Council had 1 resident participate in the Open Forum, where they had 2 minutes to speak about any municipal item.
- Mayor Rawson proclaimed the month of May 2024 as museum month in the Town of Penetanguishene.
- Mayor Rawson proclaimed May 19-25, 2024 as Victorian Order of Nurses (VON) week here in Penetanguishene.
- Council held a public meeting regarding a Zoning By-law Amendment for 1321 Sandy Bay Road. No comments from the public were made.
- Council held a public meeting regarding a Zoning By-law Amendment on the removal of the Holding (H) Symbol for 167 McArthur Drive. No comments from the public were made.
- Council received a presentation from Stefan Krzeczunowicz and Courtney King, Hemson Consulting regarding the 10 Year Development Charge Background Study project progress.
- Council approved the minutes from the April 10, 2024 Special Council Meeting and Council Meeting.
- Council approved that staff report back with recommendations on the Public Meeting regarding a Zoning By-law Amendment application for the 1321 Sandy Bay Road.
- Council approved the Zoning By-law Amendment Z.A. 5/2024 to remove the Holding (H) Symbol for 167 McArthur Drive.
- Council authorized the Director of Planning and Community Development to submit comments on behalf of the Town of Penetanguishene, through the Environmental Registry of Ontario relating to the proposed Bill 185: Cutting Red Tape to Build More Homes Faster Act and the proposed Provincial Planning Statement, 2024.
- Council approved the additional funding of $32,766.74 to complete the remaining work required for the Ojibwa Landing Risk Assessment project.
- Council approved the Midland Hauled Waste Receiving Extension Request as outlined in the report.
- Council received a memo from the Chief Administrative Officer regarding AMO 2024 Conference Delegations.
- Council approved the Committee of the Whole Report from April 10, 2024.
- Council passed 3 By-laws:
Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.
- Committee received a presentation from Nicole Jackson, Museum Curator regarding the Museum’s 2023 Annual Activity Report.
- Committee received a delegation from John Albert of Innovative Planning Solutions regarding the 1255 Fuller Avenue Subdivision Proposal.
TRANSPORTATION AND ENVIRONMENTAL SERVICES
- Committee received Drinking Water Quality Management System Internal Audit report for information.
- Committee received the Midland Penetanguishene Transit Committee Meeting Minutes from December 12, 2023 for information.
- Committee received the Sanitary and Storm Sewer System 2023 Annual Reports for information.
- Committee received the Proposed 5 Year Sanitary Sewer Maintenance Plan for information.
- Committee approved the Strategic Asset Management Policy as outlined.
- Committee approved the awarding of Geotechnical Engineering Services and Quality Assurance Testing for a Three (3) Year Term as outlined.
- Committee approved the Disposal of Surplus Assets plan as outlined in the report.
RECREATION AND COMMUNITY SERVICES
- Committee received the 76th Winterama Post Event Report for information.
- Committee received the Museum and Heritage Committee Meeting Minutes from March 14, 2024 for information.
- Committee received the Penetanguishene Public Library Board Meeting Minutes from March 25, 2024 for information.
- Committee approved the Museum’s 2023 Activities Report as outlined.
- Committee approved the creation of a Winterama Committee as outlined.
- Committee approved the 51 Dunlop Ad Hoc Committee & Terms of Reference as outlined in the report.
PLANNING AND COMMUNITY DEVELOPMENT SERVICES
- Committee received a memo regarding the Draft Plan of Subdivision Application PEN-SUB 2024-01 and Zoning By-law Amendment File No. Z.A. 1/2024 – 245 Church Street for information indicating a Public Meeting on the application will be held at the Council meeting on June 12, 2024.
- Committee received a memo regarding the Zoning By-law Amendment File No. Z.A. 4/2024 – 65 Nettleton Drive for information indicating a Public Meeting on the application will be held at the Council meeting on June 12, 2024.
- Committee received the Municipal Law Enforcement Monthly Activity Report – April 2024 for information.
- Committee approved the Draft Plan of Subdivision (PEN-SUB 2023-02) and Zoning By-law Amendment (Z.A. 10/2023) regarding 1255 Fuller Avenue.
- Committee received a report on the results of the Public Meeting on the Draft Affordable and Sustainable Community Improvement Plan and approved the Draft Affordable and Sustainable Community Improvement Plan, the Project Area. Committee further approved the administration of applications by staff and that applications would be accepted after July 1, 2024.
- Committee directed staff to conduct Public Consultation on a Draft Protocol to Establish a Telecommunication Facility including a release of a survey and a public open house.

- Committee received the 2023 Annual Water & Wastewater Write-Offs for information.
- Committee received the 2023 Property Taxes Receivable Report for information.
- Committee received the 2011-2023 History of Grants Received for information.
- Committee received the 2023 Draft Year-End & 2024 Qtr #1 Financial Summary for information.
- Committee approved the 2025 Budget Timeline and Survey as presented.
- Committee approved the 2024 Tax Rates and Levies as presented.
