Council and Committee of the Whole Highlights - November 10, 2021

- Council held a public meeting regarding the Zoning By-law Amendment - Removal of the Holding “H” Symbol for the following properties; 155 McArthur Drive, 65 Polish Avenue and 40 Thompsons Road. No comments were received.
- Council received a verbal update from the Chief Administrative Officer regarding the CNCC policing costs. Residents are encouraged to get involved and express concerns.
- Council received a verbal update from the Chief Administrative Officer regarding COVID-19 Municipal Impacts.
- Council approved the Zoning By-law Amendments to remove the Holding “H” Symbol for the properties; 155 McArthur Drive, 65 Polish Avenue and 40 Thompsons Road.
- Council did not support the draft Land Needs Assessment, and provided further recommendations to the County of Simcoe.
- Council approved recommendations within the Committee of the Whole report from October 13, 2021 and the Special Committee of the Whole report from October 27, 2021.
- Council passed three (5) By-laws including:
- 2021-49 - A By-Law to Appoint Kadin Senten as a Bylaw Enforcement Officer for the Town of Penetanguishene
- 2021-50 - Being a By-law to Appoint the Municipal By-law Enforcement Officers for the Town of Penetanguishene (Road Patrol/Equipment Operator)
- 2021-51 - Being a By-law to Amend Zoning By-law 2000-02, as amended of The Corporation of the Town of Penetanguishene (Remove ‘H’ Symbol from 40 Thompsons Road)
- 2021-52 - Being a By-law to Amend Zoning By-law 2000-02, as amended of The Corporation of the Town of Penetanguishene (Remove ‘H’ Symbol from 65 Polish Avenue)
- 2021-53 - Being a By-law to Amend Zoning By-law 2000-02, as amended of The Corporation of the Town of Penetanguishene (Remove ‘H’ Symbol from 155 McArthur Drive)
Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.
- Committee received a presentation from Sajecki Planning regarding the Town Dock Secondary Plan – Fall Study Update.
- Committee received the Council information Packages from October 20 and November 3 for information.
- Committee received the MECP Payette Drinking Water System Inspection Report 2021 for information.
- Committee received the Midland Penetanguishene Transit Committee Meeting Minutes from June 8, 2021.
- Committee received the By-law and Drainage Related Concerns regarding 12 Byrnes Crescent.
- Committee approved that the extension of the existing snow storage agreement with Charles Morden Construction, which applies to the site at 905 Fuller Avenue, for an additional five (5) year term.
- Committee approved the proposed amendments to the Traffic/Parking By-law as outlined within the staff report.
- Committee received the Museum and Heritage Committee Meeting Minutes from September 9, 2021, and the Curling Club Committee Minutes from January 2021 to August 2021, September 14, 2021 and October 12, 2021.
- Committee received the PSS Community Closure Program Summary for information.
- Committee received the following Memos to Council, for information:

- Memo to Council re: Complete Application for Zoning By-law Amendment File No. Z.A. 7/2021 – 21 Hunter Road
- Memo to Council regarding Main Street Art Project Update
- Memo to Council regarding Downtown Parking Study 2021
- Memo to Council regarding the Queen’s Court Appeal Update
- Committee approved the recommended action to retain the legal services of Quinto Annibale of Loopstra Nixon LLP for the purposes of the appeal to the non-decision of the Zoning By-law Amendment regarding the appeal of Council Non-decision on Application Z.A. 3/2021 - 123 Robert Street East
- Committee approved that direction to revisions to the Town Dock Secondary Plan and Master Plan be given and that staff hold a Public Meeting to obtain feedback from the public on the draft.
- Committee received the Library Report to Council October 7, 2021 update.
- Committee received the 2022 Development Charge Indexing Report for information.
- Committee approved the draft 2022 Council and Committee of the Whole meeting schedule as presented.
- Committee approved the Flexible Work Arrangement Policy.
- Committee approved the proposed one (1) year extension of the appointment of Baker Tilly Canada as the Town’s Auditor be approved to complete the 2021 audit.
- Committee approved the proposed amendments to the fees and charges.
- Committee approved that the Mayor and Treasurer are authorized to temporarily borrow funds, if required, to meet current expenditures until 2022 taxes are collected.
- Committee approved the recommended action that staff provide for an Interim 2022 Property Tax Levy.
- Committee approved that the water and wastewater rates for 2022 be approved as presented and take effect on January 1, 2022.
Special Council
- Council convened in an in-camera (closed session) and approved Option 2, as outlined in the staff report regarding the Drainage Improvements within Phase 2 of the Harbour Pointe Subdivision.
- Council approved Staff to proceed with the purchase of #429 County Road 93 from the Southern Georgian Bay Chamber of Commerce for the municipal gateway project as outlined under option 1 of the staff report and as directed in-camera.
