Council

  • Council received a presentation from Jay Anstey from Baker Tilly Canada regarding the 2020 draft Audited Financial Statements and Year-End Report. 
  • Council received a verbal update from the Chief Administrative Officer regarding COVID-19 Municipal Impacts. 
  • On behalf of Council Mayor Leroux proclaimed the week of October 17th to 23rd as Small Business Week in the Town of Penetanguishene.
  • Council approved an application to the My Main Street Local Business Accelerator Program.
  • Council approved recommendations within the Committee of the Whole report from September 8, 2021 and the Special Committee of the Whole report from September 22, 2021.
  • Council passed three (3) By-laws including; 
    • 2021-45: Being a By-law to Amend By-law 2012-35 to Regulate Construction, Demolition, and Change of Use Permits for Buildings, Structures, and All Other Related Services Within the Town of Penetanguishene (Amend Fee Schedule “C”)
    • 2021-46: Being a By-law to Establish a One Foot Reserve on Byrnes Crescent, Legally Described as Blocks 109 and 110, Registered Plan 51M-453 as a dedicated public highway
    • 2021-47: A By-law to amend the Town’s Procedural By-law 2019-25 to have a maximum of two presentations and delegations per meeting

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Committee received the Council information Packages from September 17 and October 8 for information.
  • Committee received the LePage Drive Drinking Water System Inspection Report for information. 
  • Committee received a memo to Council regarding the Age Friendly Collaboration Meeting. 
  • Committee received meeting minutes from the Museum and Heritage Advisory Committee, Trails Committee, and Community Wellbeing Committee for information. 
  • Committee received the Tourist Information Centre 2021 Summary for information. 
  • Committee received the Rendezvous Champlain Committee 2015 Recognition for information. 
  • Committee received the Martin Valley Park Engineering for information. 
  • Committee approved the recommended action that staff bring forward a new four-year agreement between the Town and BGC North Simcoe for day camp operations.
  • Committee referred the Gateway/Angels Project Update back to staff for further information.
  • Committee received the Monthly Huronia Animal Control Report for information. 
  • Committee received the 3rd Quarter Planning and Community Development Department Update for information. 
  • Committee received the Municipal By-Law Enforcement Monthly Report for information. 
  • Committee received the Business Recovery Taskforce meeting Memo #16 for information. 
  • Committee received a memo to Council regarding the Queen's Court Development Appeal.
  • Committee received a Notice of Appeal regarding the Zoning By-law Amendment Application for 123 Robert Street East, Penetanguishene.
  • Committee approved the Economic Advisory Committee and Terms of Reference and gave direction to staff to seek out membership from local businesses.
  • Committee approved the Site Plan Application for 1 Jeffery Street as outlined in the report.
  • Committee received the Huronia Municipal Airport (CYEE) Interim Task Force Report for information. 
  • Committee received the 2020 Development Charges Reserve Fund Continuity Schedule for information. 
  • Committee received the 2020 Debt Continuity Schedule for information. 
  • Committee received the 2020 Building Department Annual Financial Report, 2020 Surplus Analysis Report, and 2021 Quarter 3 Financial Summary for information.
  • Committee received an updated Memo to Council regarding the CNCC Policing Costs including the recent media release and open letter to the Solicitor General
  • Committee approved the 2020 Reserves and Reserve Funds Continuity Schedule as presented. 
  • Committee approved that the 2020 Amortization Estimate for Tangible Capital Assets Report be adopted by Resolution. 
  • Committee approved the recommended action that Council approves Option #1 outlined within staff report HR-2021-08 which is to implement the COVID-19 Vaccination Policy as-is for Council, Boards, and Committees.
  • Committee received the verbal update from the Chair of the Police Services Board for information.

Special Council

Council convened in an in-camera (closed session) to discuss matters regarding the Queen’s Court Appeal and Case Management Conference and approved proceeding with Option 1 as outlined within the confidential staff report
