Council and Committee of the Whole Highlights, October 12, 2022

- Council held a public meeting regarding a Draft Plan of Subdivision Application (PEN-SUB-2022-01) and Zoning By-law Amendment (File No. Z.A. 4/2022) for 221 Fox Street. Several comments from the public were made in addition to written comments received.
- Council proclaimed the week of October 16 to 22, 2022 as Small Business Week.
- Council received a delegation from Jennifer Morin-Reynolds, regarding the Collective Accountability of Council Members (Bill 5).
- Council received a presentation from Cameron Epp from the Severn Sound Environment Association regarding the Bee City Canada Initiative.
- Council approved that a By-law be passed to lift part lot control for the property municipally known as 200 and 176 Fox Street, known as Champlain Shores subdivision, being Blocks 1, 2, 3 and 5 on Plan 51M-1234.
- Council did not support the Strong Mayors, Building Homes Act 2022. Council directed staff to send a letter to the Premier of Ontario and the Minister of Municipal Affairs and Housing outlining that these powers are inappropriate and not required and cannot be linked to building homes faster.
- Council approved a staff recommendation to report back on the results of the public meeting for the subdivision application and zoning amendment for 221 Fox Street.
- Council approved 3 by-laws, including:
- 2022-49Being a By-law to Establish a Procurement Policy for the Corporation of the Town of Penetanguishene and to repeal By-law 2018-12
- 2022-50Being a By-law to Authorize the Execution of a loan from the HEC Reserve Fund for funding required for the purchase of 51 Dunlop Street property
- 2022-51 Being a By-law to Exempt Certain Lands from Part Lot Control (176 and 200 Fox Street)
Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

- Committee approved the Salt Management Plan as outlined.

- Committee approved the revised Municipal Heritage Tax Rebate Program Guidelines.
- Committee approved the Heritage Street Name Policy (Plan-002-2022) to set out guiding principles for the naming of streets in the Town of Penetanguishene.
