Council and Committee of the Whole Meeting Highlights: May 11, 2022

Council – May 11, 2022

  • Council received a verbal update from the Chief Administrative Officer regarding COVID-19 Municipal Impacts for information.
  • Doug Leroux on behalf of the Council of the Town of Penetanguishene proclaimed June 2022 as National Deafblind Awareness Month.
  • Council approved Mayor Leroux's appointments for the Diversity, Equity, and Inclusion Committee for the remainder of the Council term.
  • Council approved Mayor Leroux's appointments for the Economic Advisory Committee for the remainder of the Council term.
  • Council advised staff to proceed with the land use consultation regarding the future use of 51 Dunlop Street, including a Multi-use Recreation Centre, Housing development; Health / Community Services; Retention for future needs, school, or a combination of previous listed uses.
  • Council approved that the Town proceed with the necessary works for drainage of the header trench at the Curling Club.
  • Council directed staff to apply for a grant opportunity from the Federation of Canadian Municipalities’ Municipal Asset Management Program for a Road & Sidewalk Condition Assessment.
  • Council passed 5 bylaws including:
    • 2022-20 - Being a By-law to Appoint Kurt Glover as Municipal By-law Enforcement Officer to Enforce Certain Restrictions Pertaining to Parking, Launching, Fishing and Swimming at the Town Dock
    • 2022-21 - Being a By-law to Authorize the Entering into of an Agreement with Superior Road Products for the Supply and Placement of the Reclamite Asphalt Rejuvenation Treatment
    • 2022-22 - Being a By-law to Dedicate Certain Road Widening Parcels as part of the Robert Street East and Fuller Avenue Road Allowance
    • 2022-23 - Being a By-law to Authorize the Entering into of an Encroachment Agreement with Michael Gignac (2 Lecarron Avenue)
    • 2022-24 - A By-law to Authorize the entering into of an Agreement with the Corporation of the Town of Midland for the Maintenance of Boundary Roads and to Repeal By-law 2014-24

Committee of the Whole – May 11, 2022

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Committee received the Midland Penetanguishene Transit Committee Meeting Minutes from December 14, 2022.
  • Committee received the Midland Penetanguishene Transit Ridership Quarterly Update – Q1 2022.
  • Committee received the County of Simcoe Water and Wastewater Service Delivery Review for information.
  • Committee received the Curling Club Meeting Minutes for March 22, and April 25, 2022 for information.
  • Committee received the Museum and Heritage Committee Meeting Minutes from February 10 and March 10, 2022 for information.
  • Committee received the Penetanguishene Public Library Board Meeting Minutes from March 28, 2022 for information.
  • Committee received the Penetanguishene Public Library Report from May 2022 for information.
  • Committee approved the required park amenity closures and noise exemption for an Ontario Watercross Racing Association Event to take place in Rotary Champlain Wendat Park in September 2022 as presented.
  • Committee approved the Penetanguishene Sport Hall of Fame Agreement as presented.
  • Committee received the Huronia Animal Control Monthly Report for information.
  • Committee received the County of Simcoe Joint Comment Submission regarding Provincial ERO Postings & Bill 109 Legislation for information.
  • Committee received a memo to Council regarding Bill 109 – More Homes for Everyone Act.
  • Committee received a memo to Council regarding 1st Quarter Planning and Community Development Department Update.
  • Committee received the April 2022 monthly By-law Enforcement Report for information.  
  • Committee approved the 2022 Heritage Tax Rebate Program approvals as presented.
  • Committee approved the Art Proposal submitted by Wayne Quesnelle (Artist), to create a Public Art piece titled “Sans Souci” for installation at 122 Main Street near the intersection of Main Street in front of the Shoppers Drug Mart.
  • Committee approved the Zoning By-law Amendment Application Z.A. 7/2021 and Site Plan Application SPA-21-05 for 21 Hunter Road, being a Recreation Centre at the Village of Bay Moorings community.
  • Committee approved the revised definition of a “Bed and Breakfast” and ‘Cooking Facilities” to be included in the new Comprehensive Zoning By-law.
  • Committee approved the waiving of the two-year moratorium on filing application for a Zoning By-law Amendment or Minor Variance following adoption of the new Comprehensive Zoning By-law.
  • Committee deferred the updated Short Term Rental Licensing By-law to the next meeting.
  • Committee received the following financial reports and memos for information:
  • Committee approved the proposed Incident Management System (IMS) for the Town’s Emergency Management Plan as presented.
  • Committee approved the 2022 Tax Rates, Levies and Budget Estimates be adopted as recommended under Option #2.
  • Committee approved the 2021 Reserves and Reserve Funds Continuity Schedule as presented.

Special Council Meeting May 11, 2022

  •  Council convened in closed session to discuss a Human Resources Matter.
