- Mayor Leroux proclaimed October 18, 2022 be designated the 22nd annual "Child Care Worker & Early Childhood Educator Appreciation Day" in recognition of the education, dedication and commitment of child care workers to children, their families and quality of life of the community.
- Council received a presentation from the Georgian Bay Cancer Support Centre regarding the Garden of Hope.
- Council received a presentation from Sajecki Planning regarding the Town Dock Secondary Plan and Master Plan
- Council received a memo to Council regarding Short Term Rental Licensing By-law.
- Council approved that a bylaw be passed for the Consent Agreements for 284 Watson Road and 11 Oakdale Court respectively, as presented.
- Council directed staff to schedule a Statutory Public Meeting for an Official Plan Amendment (OPA-2022-01) to adopt the Town Dock Secondary Plan and Master Plan and to receive feedback on the revised designs.
- Council approved the Champlain Shores (formerly Bay Moorings Marina) Subdivision Agreement as presented.
- Council approved the additional funding required to complete the remaining work required for Phase 2 of the Payette Drive Drainage Improvements project as outlined.
- Council approved the Georgian Bay Cancer Support Centre’s (GBCSC) request for partial closure of the Curling Club parking lot inclusive of the entrance from Owen Street.
- Council passed 6 By-laws, including:
- 2022-38 Appoint Chris Smith and Madison Quesnelle as MLEO
- 2022-40 Subdivision Agreement with Bay Moorings Marina
- 2022-41 Consent Agreement 11 Oakdale Court
- 2022-41 SCH A Consent Agreement 11 Oakdale Court
- 2022-42 Consent Agreement 284 Watson Road
- 2022-42 SCH A Consent Agreement 284 Watson Road
- Council referred the Short Term Rental Licensing By-law back to staff for additional amendments.
Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.
- Committee receive the Midland Penetanguishene Transit Ridership Quarterly Update.
- Committee approved the disposal of all surplus vehicles and equipment for public viewing and open bidding as outlined within the staff report.
- Committee received the following meeting minutes for information:
- Committee approved the draft waterfront licensing agreement between the Town of Penetanguishene and Clarence Moreau.
- Committee received a memo regarding the Town Dock Phase 2 Project.
- Committee received the following consent agenda items:
- Committee approved the 2021 Surplus Analysis Report recommendations as presented.
- Committee approved the 2021 non-cash transactions as reported in the 2021 audited financial statements and the 2022 estimates.
- Committee approved that Community Reach receive a $4,000 contribution to their 2022 annual operating budget request funded by the Council Contingency Fund and that the Community Reach annual operating funding request be referred to the 2023 budget process.
- Committee approved the Emergency Management Incident Management System Plan as presented.
- Committee received the Joint Compliance Audit Committee (JCAC) report and directed staff to prepare a by-law for consideration.
- Committee approved the amended COVID-19 Vaccination Policy adoption for Council.
