Council Highlights - January 11, 2019
Happy New Year! This message may be a little different than the previous weekly updates you have received. This is a Council Message. We are a Council of 9 and we are all involved in the decision making including many boards, committees and departments.
This message will be sent out every Friday after a Council and Committee of the Whole meeting letting you know a brief “Coles Notes” version of what happened at our Council meeting, what’s coming up at the next meeting and reminders about upcoming events.
Our hope is to keep everyone as informed as possible to allow involvement from our community on our priorities and other related issues. - Council approved the staff recommendation to allow the retail sale of cannabis within the Town of Penetanguishene.
- Council passed three by-laws including an Interim Tax Levy, Temporary Borrowing of Funds, and Appointment of Municipal Law Enforcement Officers (Road patrol/Equipment Operator).
Committee of the Whole (items that were discussed to be ratified at Council’s next meeting):
- The Committee heard an update from the Georgian Bay General Hospital Foundation Tim Martin, Director, GBGH Foundation and Gail Hunt, President and CEO, GBGH requesting a financial contribution.
- The Salt Management Plan was approved as presented. The Salt Management Plan outlines the policies and practises that are in place within the Roads Division that govern the storage, handling and application of Road Salt.
- The Minimum Maintenance Standards for Municipal Roads Policy was reviewed and approved with the recommended revisions.
- The Ships Company of Penetanguishene’s agreement to utilize municipal space referred back to staff to include a financial review related to revenues and losses.
- A Zoning By-law amendment submitted for the Georgian Bay Cancer Support Centre at 45 Edward Street (previously 31 Lucy Street) was deemed to be a complete application and a Public Meeting will be scheduled for March 2019.
- A request for a sign amendment for the new Shoppers Drug Mart at 122 Main Street was approved to add two more signs on Main Street and Poyntz Street.
- An update to Schedule “C” of the Water Regulation By-law 2015-64 regarding the threshold limits related to large water consumption charges was approved.
- The committee discussed the Surplus from 2017 taxation and decided to provide contributions of $10,000 to Georgian Bay General Hospital and to ask Operation Grow and Community Reach to come back to present on their requests and needs. Staff were requested to report back to Committee regarding the allocation of the remainder of the surplus within the Corporate Contingency Fund as the information became available.
- Councillor Dan LaRose was appointed to be the alternate member at the County Council table for the County of Simcoe.
- A Council Code of Conduct was reviewed and approved for adoption by Council. The Code of Conduct will be administered by the Council-appointed Integrity Commissioner.
