Council Highlights - June 12, 2019

Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Detailed agendas and minutes from the meetings are available on our website or you can view our livestream for additional details. Meetings take place the second and fourth Wednesday of each month unless otherwise noted.​

Council

  • Council held a Statutory Public Meeting and received a presentation from Hemson Consulting Ltd. regarding the Draft 2019 Development Charges Background Study and Draft Bylaw Update.
  • Council received a delegation from representatives of Penetang Sand and Gravel.
  • Council received a presentation from Baker Tilly regarding the 2018 Draft Audited Financial Statements and Year-End Financial Report. 
  • Council received a report regarding the Harbour Pointe Subdivision related to a letter received from Penetanguishene Sand and Gravel Ltd.
  • Council ratified the decisions from the May 22, 2019 Committee of the Whole meeting with the exception of requesting further action of staff related to the Downtown Parking report.
  • Council passed one (1) By-law being a By-law to declare surplus and sell 45 Edward Street for the development of the Georgian Bay Cancer Support Centre.

Committee of the Whole (items that were discussed to be ratified at Council’s next meeting):

  • Committee received the minutes for the Penetanguishene Midland Transit Committee and the Museum and Heritage Advisory Committee.
  • Committee received a report regarding Overhead Bridge Road Trailhead development. 
  • Committee approved that staff proceed with exploring day-camp operations with the Boys and Girls Club of North Simcoe and to bring forward recommendations at a future meeting.
  • Committee approved the award for Wharf structure repairs to JKF Contracting Ltd.
  • Committee endorsed the creation of a Community Improvement Plan and directed staff to proceed with issuing a request for proposals to qualified consultant firms.
  • Committee approved that staff proceed with the MacDonald Road Land sale.
  • Committee approved that staff do not establish a local smoking of tobacco or cannabis by-law, but that the Smoke Free Ontario Act continue to be supported through the Simcoe Muskoka District Health Unit.
  • Committee approved the revised Phase 4 of school and parks Wayfinding signage program.
  • Committee approved the funding allocation for the Town’s accumulated surplus and the 2019 taxation from new assessment growth, as well as the Provincial funding received for one-time Municipal Modernization Funding and one-time Federal Gas Tax top-up funding.   
  • Committee approved the 2020 Budget Goals, Objectives and Guidelines with the intent to have an approved 2020 budget by November 27, 2019.
  • Committee approved the Strategic Asset Management Policy.
  • Committee proclaimed Fierte Simcoe Pride from July 29 to August 11, 2019 and will participate in the flag-raising on Wednesday July 31, 2019 at 2pm.

Special Council

  • Council received in closed session (private) an update regarding the Lediard Drainage Easement and approved staff direction in open session.
  • Council received in closed session (private) an update regarding the Appeal of the Committee of Adjustment decision on applications A2/2019 and B4/2019 and approved staff direction in open session.
  • Council received an update in closed session (private) regarding the Town’s current legal and insurance claims and received it for information in open session.
  • Council discussed in closed session (private) the Town’s recently completed Compensation Review.
