Council Highlights – May 13th, 2020

Council
- Mayor Doug Leroux proclaimed May 2020 as “May is Museum Month” in Penetanguishene.
- Simcoe North MP Bruce Stanton provided Council with an update regarding the activities at the House of Commons related to the COVID-19 pandemic.
- Council approved a one-time funding request in the amount of $10,000 from the North Simcoe Family Health Team for the Virtual Physician Pilot Program.
- Council received a verbal report from the Chief Administrative Officer regarding the municipality’s COVID-19 situation update.
- Committee approved the recommendations contained within Committee of the Whole Report related to the Recreation and Community Services, Planning and Development Services, Transportation and Environmental Services and Finance and Corporate Services Section.
- Council passed three By-laws including a By-law to amend the Town’s Procedural By-law to allow for electronic participation for Advisory Committees where a State of Emergency has been declared; a By-law to Deem a Lot on a Registered Plan (Lot 51, 52, 59 and 60 Registered Plan 1521); and a By-law to Stop-up and Close Part of the Original Road Allowance between Lots 41 & 42 and 50 & 51 on Registered Plan 1521 and more particularly described as Part 2 on Reference Plan 51R-34344 in the Town of Penetanguishene.
Committee of the Whole
- Committee approved the award of bid for Light Vehicle Replacement to Hanna Ford for the supply and delivery of three (3) fleet vehicles.
- Committee approved a procurement exemption for Electronic Bidding.
- Committee approved the recommendation that the Georgian Queen summer berthage fee payment date of July 31, 2020 be deferred to October 31, 2020.
- Committee approved the request for the annual rental fee waiver from The Ship’s Company.
- Committee received memo regarding Planning and Community Development Department Capital Studies Update.
- Committee granted site plan approval for the property at 92 Robert Street West for a 132 square metre addition.
- Committee received the 2020 YTD Financial Summary and COVID-19 Financial Impacts Update Report for information.
- Committee approved the adoption of the 2020 Tax Rates, Levies and Budget Estimates as presented under Option#2 of the report, resulting in a -1.2% reduction to the Town’s tax rate increase that was approved in December 2019. The Town’s tax reduction when combined with the County and Education tax rates, results in an overall impact of 0%. Council also approved that $193,500 of new assessment growth be transferred into a new Tax Stabilization Reserve, for future tax relief options during future annual budget cycles.
- Committee received update regarding Community Safety and Well Being Plan for information and approved the three areas of focus to be affordable housing, education and substance misuse.
Special Council
- Council convened in Closed Session (private) to discuss a report on the Town’s Municipal Lands Inventory and Financial Analysis and passed a motion to directed staff to list the identified municipal lands with a real estate agent for potential sale.
