Special Council

  • Council convened in Closed Session regarding the Automated Speed Enforcement Joint Processing Agreement with the Town of Newmarket.

Council

  • Council had 1 resident participate in the Open Forum, where Council provides 2 minutes to speak about any municipal item.
  • Council proclaimed September 25, 2024 as Franco-Ontarian Day in the Town of Penetanguishene.
  • Council proclaimed September 16 to September 22, 2024 as National Coaches Week in the Town of Penetanguishene.
  • Council proclaimed October 1 to October 7, 2024 as National Breastfeeding Week in the Town of Penetanguishene.
  • Council received a presentation from Jay Anstey, Baker Tilly Canada and approved the 2023 audited financial statements, audit reporting letter, legacy grant attestation report and the 2023 financial year-end report as presented.
  • Council received a presentation from Jeffery Abrams, Principles of Integrity, regarding the Integrity Commissioner Annual Report.
  • Council approved the extension to the Building Services Agreement with the Town of Midland as presented.
  • Council approved the Asset Retirement Obligation Policy as presented.
  • Council approved the submission of a proposal to the Ministry for Seniors and Accessibility to operate a Seniors Active Living Centre in Penetanguishene.
  • Council approved the Transit Bus Purchase as presented.
  • Council approved the August 14, 2024 Committee of the Whole Report.
  • Council provided an exemption to Keeping of Certain Animals By-law for a resident. Council passed 2 By-laws:
    • 2024-40 A By-law to prescribe the Height and Description of Fences and Privacy Screens within the Town of Penetanguishene.
    • 2024-41 A By-law to Determine the Appointment of Costs of Boundary Fences in the Town of Penetanguishene.

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee received the 2023 Roads Division Key Performance Indicators for information.
  • Committee approved the Traffic Calming Measures for Bellisle Road and Thompsons Road.

RECREATION AND COMMUNITY SERVICES

  • Committee received a report on Boat Slip Season Extension for information.
  • Committee approved a 2016 capital project concept designs, public consultation and engineering designs for Memorial Park Concept Designs.
  • Committee approved that the capital plan be updated to reflect needed repairs to the wharf and that the Town proceed with procurement efforts to advance repairs to north wharf in advance of the 2025 boating season if feasible.

PLANNING AND COMMUNITY DEVELOPMENT SERVICES

  • Committee received the Committee of Adjustment meeting minutes from June 24, 2024, for information.
  • Committee received a memo from the Director of Planning and Community Development regarding the New Provincial Planning Statement 2024 for information.
  • Committee received a memo from the Municipal Law Enforcement Officer regarding Monthly Activity Report – July 2024 for information.
  • Committee received the results of the Public Meeting for the property at 221 Fox Street and approved the Draft Plan of Subdivision (PEN-SUB 2022-01) and Zoning By-law Amendment (ZA 4/2022) applications as presented.
  • Committee approved the inclusion of funds in the 2025 Capital Plan for a review of the building permit fees and to explore a reduction in customer service and staffing levels with the Town of Midland to reduce the financial impact.
  • Committee received the results of Public Meeting for Zoning By-law Amendment Z.A. 2/2024, a Town initiated Housekeeping Amendment and approved the amendment as presented.
  • Committe approved the Draft Telecommunication Tower Notice Protocol.

FINANCE AND CORPORATE SERVICES

  • Committee received the 2023 Building Department Annual Financial Report for information.
  • Committee referred the Warming and Cooling Centres report back to staff to further explore options.
  • Committee received the 2024 AMO Conference Delegation Follow-up memo for information.
  • Committee approved the 2023 Year-End Financial Information Report as presented.
  • Committee approved the 2023 Surplus Analysis as presented.
  • Committe approved the inclusion of funds to the 2025 capital budget process for the implementation of phase 2 of the Records and Information Management Project.
  • Committee approved the Fire Services Feasibility Study Executive Steering Committee and Terms of Reference as presented.
