Notice of Complete Application & Public Meeting: 25 Jeffery Street
The Town of Penetanguishene has received applications to amend the Town's Official Plan and Comprehensive Zoning By-law 2022-17. The applications have been deemed Complete under Sections 22 and 34 of the Planning Act, R.S.O. 1990, c. P.13.

A Public Meeting will be held on April 8, 2026 at 7:00 p.m., or as soon as the matter is reached on the agenda, in the Council Chambers at Townhall, 10 Robert Street West, to allow members of the public to learn about the proposal and offer comments. Written submissions may be provided by email at planning@penetanguishene.ca or delivered to the Planning and Community Development Department at the address noted above. Please be aware that all correspondence submitted to the Town becomes part of the public record and may be made available to the public unless a specific request for removal is received.
Proposed Development
The applicants are proposing to redevelop the former hospital site and surrounding lands to create a total of 118 residential units. The concept includes reusing the existing hospital building to accommodate 74 apartment units, while additional housing would be created through 12 back‑to‑back stacked townhouses along Harriet Street and 32 back‑to‑back townhouses along Jeffery Street.
Official Plan Amendment
To allow the project to proceed, the applicants are seeking to remove the Future Study Area policy overlay from 25 Jeffery Street. This overlay currently requires that several studies be completed prior to development. Removing the overlay would enable the lands to be developed in alignment with the proposal. Please note that the County of Simcoe is the approval authority for Official Plan Amendments within the Town of Penetanguishene.
Zoning By-law Amendment
A Zoning By-law Amendment has also been requested to change the zoning of the subject lands from Institutional (I) to Residential Three Special Provision (R3‑X). This amendment would introduce site‑specific standards, such as requirements for lot frontage, lot area, building setbacks, maximum lot coverage, and other technical elements needed to support the proposed development.
Appeal Requirements
Under the Planning Act, a person or public body who wishes to appeal Council’s decision to the Ontario Land Tribunal must have either made oral submissions at the public meeting or provided written submissions to the Town before Council adopts the Official Plan Amendment or passes the Zoning By-law Amendment. Those who do not participate in this way are not entitled to appeal the decision and may not be added as a party to any subsequent hearing unless the Tribunal determines that reasonable grounds exist for doing so.
