Special Council, Council and Committee of the Whole Highlights: January 15, 2025 – News Release
Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Upcoming meetings including agendas and minutes from the meetings are available on our website. This meeting is available for viewing on our YouTube Channel.
Council convened in Closed Session in accordance with the Town of Penetanguishene Procedural By-law 2023-50 regarding:
- Request to Purchase 132 Church Street PL-2025-01
Council came out of closed session, and:
- Appointed Loopstra Nixon LLP and MHBC Planning as representatives of the Town of Penetanguishene regarding the appeal of passage of Zoning By-law 2024-43 related to 221 Fox Street (Queen’s Court).
- Approved a threshold to negotiate for the sale of 132 Church Street.
- Received the Legal and Insurance Claim Update for information.
- Council held a Public Meeting for Zoning By-law Amendment (File No. ZA 4/2024) for 65 Nettleton Drive.
- Council approved the minutes from the December 11, 2024 Special Council Meeting and Council Meeting.
- Council approved the recommendation to report back to a future Committee of the Whole meeting with any matters identified in report PL-2025-05 on the Zoning By-law Amendment application for 65 Nettleton Drive.
- Council approved the request for a Zoning By-law Amendment (File No. Z.A. 12/2024) for the property at 1376 Sandy Bay Road) as recommended in report PL-2025-05.
- Council approved the request for a Zoning By-law Amendment (File No. Z.A. 13/2024) for the property at 1457 Tay Point Road as recommended in report PL-2025-06.
- Council approved the Committee of the Whole Report from December 11, 2024.
- Council passed 5 By-laws:
- 2025-01 By-law to Establish the Rate of Remuneration for Members of Council of the Town of Penetanguishene and to Repeal By-law 2020-04 and All Amendments to the Same (Council Remuneration By-law)
- 2025-02 Being a By-law to Amend Zoning By-law 2022-17, as amended of The Corporation of the Town of Penetanguishene (1376 Sandy Bay Road)
- 2025-03 Being a By-law to Amend Zoning By-law 2022-17, as amended of The Corporation of the Town of Penetanguishene (1457 Tay Point Road)
Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

TRANSPORTATION AND ENVIRONMENTAL SERVICES
- Committee received the Midland Penetanguishene Transit Meeting Minutes September 10, 2024 for information.
- Committee approved SCADA Maintenance Agreement 3-year term water and wastewater divisions.
RECREATION AND COMMUNITY SERVICES
- Committee received the Wellbeing and Accessibility Committee Meeting Minutes September 26,2024 for information.
- Committee received the Multi-Use Recreation Centre Update.
- Committee received the Fee Waiver Requests 2024.
- Committee approved the Recreation Facilities Assessments recommended actions.
- Committee approved the Transitional Employment Program – Memorandum of Understanding with Waypoint Centre for Mental Health Care.
PLANNING AND COMMUNITY DEVELOPMENT
- Committee received a memo from the Director of Planning and Community Development regarding 4th Quarter Development 2024 Update.
- Committee received a memo from the Municipal Law Enforcement Officer regarding Monthly Activity Report – December 2024.
- Committee received information on Ontario Building Code Updates BD-2025-01.
- Committee referred the parking strategy recommendations back to staff.
