- Council received an update on 58 Church Street for information.
- Council approved the Chief Administrative Officer Job Description.
- Council approved the following proclamations:
- Museum Month, May 2025
- Children’s Mental Health Week, May 5 to 11, 2025
- Victorian Order of Nurses Week, May 18 to 24, 2025
- Pollinator Week, June 16 to 22, 2025
- Recreation and Parks Month, June 2025
- Council approved the April 9th Special Council and Council meeting minutes.
- Council received three objections to Notice of Intention to Designate (NOID) for:
- 47 Chatham St
- 131 Main St
- 50 Robert St W
- Council approved four topics and Ministries to delegate to at the 2025 AMO Conference Delegations.
- Council approved the Robert Street and Fuller Avenue Intersection Tender Award.
- Council approved the Assumption of Road Widening Parcels for Fuller Avenue and Robert Street East Intersection Upgrades.
- Council directed staff to report back to Council on the Protect Ontario by Building Faster and Smarter Act, 2025 (Bill 17) in order for comments to be submitted to the Ministry of Municipal Affairs and Housing by the June 11, 2025 deadline.
- Council approved the Committee of the Whole Report from April 9th, 2025.
- Council passed 9 by-laws:

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.
TRANSPORTATION AND ENVIRONMENTAL SERVICES
- Committee received the Midland Penetanguishene Transit Ridership Update.
- Committee approved the Proposed Amendments to the Traffic Parking By-law 2022-02.
RECREATION AND COMMUNITY SERVICES
- Committee received the Wellbeing and Accessibility Committee Minutes.
- Committee received the Penetanguishene Library Board Meeting Minutes.
- Committee received the Summer Cultural Festival Ad Hoc Committee Minutes.
- Committee received an update on the Marine Engineering Services Agreement.
- Committee received an update on the Recreation, Parks and Trails Strategy Planning Project.
- Committee received the 77th Annual Winterama Post Event Report.
- Committee approved the Museum Activities Report 2024.
PLANNING AND COMMUNITY DEVELOPMENT
- Committee received the Ontario Land Tribunal Notices for a Case Management Conference and a Settlement Hearing Queen’s Court related to 221 Fox Street set for June 24, 2025.
- Committee received the Town Dock Technical Advisory Committee Meeting Minutes.
- Committee received the April 2025 monthly activity report from the Municipal Law Enforcement Officer.
- Committee received the March 2024 Committee of Adjustment Meeting Minutes.
FINANCE AND CORPORATE SERVICES
- Committee received the Cultural Alliance in the Heart of Georgian Bay Committee Partnership Follow up update2.
- Committee received an update on the Community Safety and Well-Being Plan Refresh – 2025.
- Committee received the 2024 Draft Year-End and 2025 Qrt #1 Financial Summary.
- Committee received an overview on the Strong Mayor Power Legislation.
- Committee received the 2024 Annual Remuneration for Council, Boards and Committees.
- Committee received an update on the Electronic Document Records Management System Project.
- Committee received an historic overview of 2011-2024 Grants Received.
- Committee directed staff to host a Public Meeting related to the pproCounty of Simcoe Council Composition on June 11 2025.
- Committee approved the provision of Economic Development services being provided by the County of Simcoe.
- Committee approved the use of Internet/telephone voting and the use of paper ballots for election day only for the 2026 Municipal and School Board Election.
