Council and Committee of the Whole Highlights, April 12, 2023

Council convened in closed session in accordance with the Town of Penetanguishene Procedural By-law 2019-25 to discuss the following:
- Foundry Cove Marina – Request to Purchase of Water lot PL-2023-11 and staff were to proceed as directed in-camera.
- Hindson Marina – Request to Purchase of Water lot PL-2023-09 and staff were to proceed as directed in-camera.
- Council held a public meeting on applications for an Official Plan Amendment, Draft Plan of Subdivision Application and Zoning By-law Amendment for 138 Robert Street East. No comments from the public were made.
- Council held a public meeting for an application to amend the Zoning By-law at 1056 Fuller Avenue. No comments from the public were made.
- Council presented a cheque to Community Reach ($6,500) and Sistema Huronia Music Academy ($1,000) as part of the 2023 Budget Contributions to Community Organizations.
- Council received a delegation from Michael Den Haan, Vice President of External Relations at Lakehead University.
- Council appointed the following members to the Town Dock Technical Advisory Committee: 1. Councillor Marchand 2. Councillor Vadeboncoeur 3. Deputy Mayor La Rose. Staff will be recruiting members of the public to participate in the Town Dock TAC from the boating community, tourism providers, indigenous members, local business members, and heritage community.
- Council passed 5 by-laws, including:

- 2023-15 Being a By-law to appoint Madison Langridge as a Municipal Law Enforcement Officer for the Town of Penetanguishene
- 2023-16 Being A By-Law to Appoint Property Standards Officer for the Corporation of the Town of Penetanguishene
- 2023-17 A By-law to provide for the conveyance of land for a park or other public recreational purposes or the payment of cash-in-lieu of a conveyance of land, as a condition to the approval of a plan of subdivision, consent, or the development or redevelopment of land
- 2023-18 A By-law Amendment to Appoint Municipal Law Enforcement Officers for the Town of Penetanguishene (Fire Department)
- 2023-19 A By-law to Establish a Public Highway
Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.
- Committee received notice of a Public Information Centre for Payette Water System Secondary Water Supply MCEA for information.
- Committee received the September 2022, Midland Penetanguishene Transit Committee Meeting Minutes for information.
- Committee received an update regarding the Electric Vehicle Charging Station Usage for information.
- Committee approved the Tender submitted from Maacon Construction Ltd., in the amount of $1,487,644.55 for the Harriet Street Reconstruction Project.
- Committee approved the Asphalt Resurfacing Tender submitted from Georgian Paving Ltd in the amount of $956,259.68 for the 2023 asphalt resurfacing within the 5 year Preventative Road Maintenance Plan.
- Committee approved the recommended actions within the Penetanguishene Transit System - Seniors Transit Fares report.
- Committee received the February 2023 Museum and Heritage Advisory Committee Meeting Minutes for information.
- Committee received the Curling Club Drainage and Ice Melt report for information.
- Committee approved that the current fencing structure remains as currently provided at the Dog Park in Rotary Champlain Wendat Park.
- Committee received the February 2023 Committee of Adjustment Meeting Minutes for information.
- Committee received the February and March 2023 Economic Advisory Committee Meeting Minutes for information.
- Committee received the Municipal Law Enforcement Monthly Activity Report – March 2023 for information.
- Committee received a memo from the Director of Planning and Community Development regarding the 1st quarter department update.
- Committee approved that the License Agreement with Huronia Historical Parks be amended to include the Pylon Sign at Broad Street in front of 24 Broad Street.
- Committee approved the Heritage Tax Rebates for the 2022 tax year for three heritage-designated properties.
- Committee received the September Police Services Board Meeting Minutes for information.
- Committee received the Community Safety and Wellbeing Plan Update #5 for information.
- Committee received a memo from the Corporate Services Executive Assistant regarding the Community Based Strategic Plan.
- Committee received a memo from the Director of Finance/Treasurer regarding the Economic Development Corporation of North Simcoe (EDCNS).
- Committee approved the 2022 capital carryforwards totaling $3,233,269 as presented.
- Committee approved the adoption of 2023 Tax Rates, Levies and Budget Estimates as outlined in the report.
- Committee approved the 51 Dunlop Street Financial Update & Revised Internal Loan as outlined.
