Council and Committee of the Whole Highlights: March 8, 2023

Council convened in closed session in accordance with the Town of Penetanguishene Procedural By-law 2019-25, the Council of the Town of Penetanguishene move into an in-camera session to discuss:
- Drainage Improvements within Phase 2 of the Harbour Pointe Subdivision
- Sale of 92 Shanahan Road
- Mayor Rawson proclaimed the Month of March as “#ITSTARTS Month” in the Town of Penetanguishene.
- Council thanked all Winterama Volunteers and received a presentation of photos from the event weekend.
- Council received a presentation from the Southern Georgian Bay OPP, Annual Report 2022 for information.
- Council received a memo from the Corporate Services Executive Assistant regarding the Community Based Strategic Plan. Council members approved the appointment of Mayor Doug Rawson and Councillor George Vadeboncoeur to the Community Based Strategic Plan Steering Committee.
- Council approved the Initial Acceptance of the municipal services on Fox Street within the Champlain Shores development as presented.
- Council approved the Safe Restart Agreement - Phase 4 Transit Funding for 2022 as presented.
- Council approved an amended notice of motion regarding EDCNS.
- Council passed 4 by-laws, including:
Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.
- Committee received the Council Information Package for February 15, and March 1 for information.
- Committee received the Midland Penetanguishene Transit Ridership Quarterly Update – Q4 2022 for information.
- Committee received the Ojibwa Landing Ecological and Human Health Risk – Project Update for information.
- Committee approved the use of a Subdivision Bond as security for the St. Andrew’s Village Pre-Servicing Agreement.
- Committee approved the Change Order number 29 and Change Order number 37 for Chatham Street.
- Committee received a memo from the Director of Recreation and Community Services regarding the County Road 93 Entrance Sign.
- Committee received a memo from the Curator/Museum Supervisor regarding a Museum Membership Partnership.
- Committee received the Museum & Heritage Advisory Committee Minutes from November and January.
- Committee approved the designation and commitment to the standards of the Bee City Canada Program.
- Committee approved the Great Lakes Local Action Fund - Naturalization Project as presented.
- Committee received a memo regarding a complete application for and Official Plan Amendment, Draft Plan of Subdivision and Zoning By-law Amendment for 138 Robert Street East.
- Committee received a memo regarding an update to the Short-Term Rental Licensing and Administrative Monetary Penalties By-law.
- Committee received a memo regarding the complete application for Zoning By-law Amendment for 1056 Fuller Ave.
- Committee received a memo updating Committee on the Heritage Act and Heritage Register initiatives as a result of Bill 23.
- Committee received the Committee of Adjustment meeting minutes for November 28, 2022 for information.
- Committee received the Municipal Law Enforcement Monthly Activity Report for February for information.
- Committee received the Ontario Land Tribunal (OLT) Decision for new Zoning By-law 2022-17 and 123 Robert Street East
- Committee received information related to proposed amendments to Littering By-Law 2012-13 for information and no changes were made to the By-law
- Committee received information on permitting the use of All Terrain Vehicles or Off-Road Vehicles on municipal roadways for information and referred back to staff for further planning and discussion for a Pilot Project in the Town.
- Committee received the Terms of Reference for the Town Dock Technical Advisory Committee. Committee referred the item back to staff for further review of the composition of the committee.
- Committee approved the new Parkland Dedication By-law as presented.
- Committee received the 2022 Annual Remuneration Report for Council, Boards and Committees for information.
