Special Council

Council convened in Closed Session in accordance with the Town of Penetanguishene Procedural By-law 2023-50 regarding:

  • Pay Equity and Compensation Review

Council

  • Council had 3 residents participate in the Open Forum, where Council provides 2 minutes to speak about any municipal item.
  • Council proclaimed October 20 – 26, 2024 as Small Business Week in the Town of Penetanguishene.
  • Council proclaimed October 24, 2024 as Annual Child Care Worker and Early Childhood Educator Appreciation Day in the Town of Penetanguishene.
  • Council received a presentation from the Director of Planning and Development, Andrea Betty, Town of Penetanguishene regarding Small Business Week.
  • Council received a presentation from the Georgian Bay Cancer Support Centre regarding the Cycle of Hope and Growth.
  • Council approved the minutes from the September 11, 2024 Special Council Meeting and Council Meeting.
  • Council received a memo from the Director of Legislative Services/Municipal Clerk regarding the Records and Information Management By-law.
  • Council received correspondence from Wood Bull LLP regarding 221 Fox Street – Draft Plan of Subdivision and Zoning By-law Amendment Applications.
  • Council approved the appointments to the Wellness and Accessibility Committee.
  • Council approved the appointment to the Library Board.
  • Council approved the application for funding to the Community Sport and Recreation Infrastructure Program.
  • Council approved the Committee of the Whole Report from September 11, 2024 with the exception of Draft Telecommunication Tower Notice Protocol that was referred back to Staff.
  • Council passed 5 By-laws:
    • 2024-43 Being a By-law to Amend Zoning By-law 2000-02, as amended of The Corporation of the Town of Penetanguishene (221 Fox Street)
    • 2024-45 Being a By-law to Amend Zoning By-law 2022-17, as amended of The Corporation of the Town of Penetanguishene
    • 2024-46 Being a By-law to Appoint a Deputy Fire Chief and CEMC for the Town of Penetanguishene
    • 2024-47 By-law to Establish a Records Management Policy, Records Classification and Retention Schedule for the Records of The Corporation of the Town of Penetanguishene and to Repeal by-law 2019-21
    • 2024-48 Being a By-law to Appoint a Municipal Clerk for The Corporation of the Town of Penetanguishene and to Repeal By-law 2023-40

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Council received a presentation from the County of Simcoe regarding Simcoe County Local Immigration Partnership.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee received the Midland Penetanguishene Transit Meeting Minutes from March 12, 2024 and June 11, 2024 for information.
  • Committee received Township of Tiny HEWSF Grant Application for information.
  • Committee approved the Energy Conservation and Demand Management Plan.

RECREATION AND COMMUNITY SERVICES

  • Committee received the Museum and Heritage Committee Meeting Minutes from June 13, 2024 and August 15, 2024 for information.
  • Committee received the Library Board Meeting Minutes from June 24, 2024 for information.
  • Committee received the Wellbeing and Accessibility Committee Meeting Minutes from July 11, 2024 for information.
  • Committee approved the Flag Raising and Gateway Angel Themed Lighting Policy as presented.
  • Committee approved the dissolving of the Winterama Committee with the Town focusing on growing Winterama through other efforts.

PLANNING AND COMMUNITY DEVELOPMENT

  • Committee received a memo from the Director of Planning and Community Development regarding Official Plan Amendment and Zoning By-law Amendment Applications for 200 Main Street and schedule of a Public Meeting on November 13, 2024.
  • Committee received a memo from the Planner regarding Proposed Regulation for Additional Residential Units.
  • Committee received a memo from the Director of Planning and Community Development regarding 3rd quarter 2024 Update.
  • Committee received a memo from the Municipal Law Enforcement Officer regarding Monthly Activity Report – September 2024.
  • Committee received a report from the Planning and Community Development Committee regarding support for Huronia Community Foundation and Habitat for Humanity
  • Committee approved an amendment to Sign By-law 2013-86 to be brought forward by Staff.

FINANCE AND CORPORATE SERVICES

  • Committee received 2024 Quarter 3 Financial Summary for information.
  • Committee approved the 2025 Fees and Charges By-law update.
  • Committee approved the 2025 Draft Council and Committee of the Whole Meeting Calendar as presented.
  • Committee approved the Draft Multi-Year Accessibility Plan 2024-2026.
