Council & Committee of the Whole Highlights: August 12, 2026

Special Council

Council received updates regarding Water & Wastewater labour relations and Microtransit procurement. Council received both memos for information.

Council

• Council had 1 resident participate in the Open Forum, where they were provided with two minutes to speak about any municipal matter.
• Council held a Public Meeting regarding a Zoning By-law Amendment (ZA 8/2026) and Official Plan Amendment (OPA-2026-03) pertaining to 18 Wright Court. Multiple comments from the public were made.
• Council approved the 2025 Year End Audit as presented.
• Council approved the Special Council and Council minutes from July 8, 2026 as presented.
• Council received background information concerning the Public Meeting for 18 Wright Court and directed staff to report back with findings from the Public Meeting.
• Council approved the Committee of the Whole minutes from July 8, 2026.
• Council passed 2 by-laws, including:
  • 2026-34 – Internal Load form HEC Reserve Fund for Fire Pumper Replacement
  • 2026-35 – Procedure By-law

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

• Committee referred the report regarding the remedial work required for Navy Lane Drainage Improvements back to staff for further information.

RECREATION AND COMMUNITY SERVICES

• Committee received the Wellbeing and Accessibility Committee Meeting minutes from May 21, 2026 for information.
• Committee received a Cemetery Maintenance Request from the Anglican Parish, and directed staff to include cemetery sustainability and the need for provincial support programs as part of future provincial delegation requests to the Province of Ontario and/or the Bereavement Authority of Ontario.

PLANNING AND COMMUNITY DEVELOPMENT SERVICES

• Committee received a notice of the complete application and scheduling of a public meeting for a proposed Zoning By-law Amendment regarding Champlain Shores Subdivision.
• Committee received a Planning and Community Development 2^nd Qtr Update for information.
• Committee received the changes to Parkland Dedication (O.Reg 509/20) for information.

FINANCE AND CORPORATE SERVICES

• Committee received the 2026 Qtr. #2 Financial Summary for information
• Committee received the 2025 Building Department Annual Financial Report for information.
• Committee received a memo from the Director of Emergency Services/Fire Chief for information.
• Committee approved the 2025 year-end financial information as presented.
• Committee approved the 2025 year-end surplus as presented.
• Committee approved the 2027 Budget Guidelines as presented.
• Committee approved the Council Remuneration as outlined.
