Special Council – Items from the deferred Committee of the Whole meeting April 8, 2026
- Council had 2 residents participate in the Open Forum, where they were provided two minutes to speak about any municipal matter, in accordance with the Town’s Procedural By-law.
- Council received the Midland Penetanguishene Transit Committee meeting minutes from December 9, 2025 for information.
- Council received the 2025 Stormwater Annual Report for information.
- Council received the 2025 Roads Division Key Performance Indicators and Operations Summary for information.
- Council received the 2025 Sewage Collection System Annual Performance Report for information.
- Council received the Wellbeing and Accessibility Committee meeting minutes dated December 18, 2025 for information.
- Council received the Museum and Heritage Committee meeting minutes dated February 12, 2026 for information.
- Council approved the Committee of Adjustment meeting minutes dated February 23, 2026, for information.
- Council reviewed information related to a complete application and scheduling of a Public Meeting for 2 Beck Boulevard (ZA 5/2026).
- Council received information on 2025 Property Taxes Receivable.
- Council received information on Water and Wastewater Write-Offs for 2025.
- Council received information related to Municipal and School Board Election timelines and lame duck provisions.
- Council approved the advanced procurement of a 2027 tandem axle snow plow and supported partnering with the County of Simcoe for the procurement process.
- Council approved the 2025 Heritage Tax Rebates for 1 Water Street, 69 Poyntz Street, 33 Robert Street West, and 14 Water Street.
- The Zoning By-law Amendment application (ZA 3/2025) for 106 Robert Street West didn't receive a mover for discussion or debate.
- Council approved Zoning By-law Amendment application (ZA 4/2025) for 1500 Sandy Bay Road.
- Council approved Zoning By-law Amendment application (ZA 1/2026) for 15 Sheffcote Street.
- Council approved the Heads and Beds Payment-in-Lieu of Taxes Strategy Update - Lobbying Initiative as presented.
- Council approved the Tax Rates, Levies and Budget Estimates 2026 as presented.
- Council approved the 2025 Draft Capital Surplus and Capital Carry Forwards as presented.
- Council approved the Funding Options for Georgian Bay General Hospital Fundraising Campaign as presented.
- Council passed 2 by-laws, including:
- 2026-22 ZA 4/2025 - 1500 Sandy Bay Road
- 2026-23 ZA 1/2026 - 15 Sheffcote Street
Special Council: Water & Wastewater Operational Review
Members of the public are encouraged to read the Media Release, shared following the meeting, as well as watch the Special Council Meeting livestream recordings:

- Council had 4 residents participate in the Open Forum, where they were provided two minutes to speak about any municipal matter, in accordance with the Town’s Procedural By-law.
- Council received the Water and Wastewater Operational Review report for information.
- In-Camera Session: Council held a closed (in‑camera) session in accordance with the Town’s Procedural By-law to discuss labour relations or employee negotiations; and financial information supplied in confidence that could impact negotiations or competitive position.
- Council discussed financial and risk management matters related to the Water and Wastewater Operational Review during closed session.
- Council rose from closed session directing staff on financial and risk management matters contingent on the decision made in open session.
- Council approved the proposal from the Ontario Clean Water Agency (OCWA) for the provision of operations, maintenance, and management of the Town’s water and wastewater treatment facilities.
